Felitendo a3febab961 feat: let the user pick how many updates trigger a notification ...

The background check notified on every single package, which on a rolling
release means a toast almost every day. A new "Notify from" dropdown (1, 10,
25, 50 or 100 packages) sets the minimum before the notification fires; it
only shows while notifications are enabled and defaults to 1, so nothing
changes for existing installs.
