Set assembly version (Directory.Build.props) and build.yaml version/changelog to 1.6.4 for the release. Ships the fix for #54 (lyric detection also checks Jellyfin's internal metadata folder).

- Lyric file detection now also checks Jellyfin's internal metadata folder, not just the media folder. With "Save lyrics into media folders" disabled, already-downloaded lyrics are detected instead of being re-downloaded on every task run, which also reduces load on lrclib.net -> #54
