The equalizer's title bar drew a shade button beside its X, in the
skins that have one, and it did nothing. Winamp 2.9 gave the equalizer
a shade mode: a bar from eq_ex.bmp that keeps the volume and balance
on it as tiny sliders, and skins from before then wear the base skin's
bar for it.

The skin reader now takes eq_ex.bmp and a region for the rolled-up
bar, the built-in skin draws its own (and a resting shade button on
its title bar), and the button, a double-click on the title bar, and
an eq-shade demo surface roll the window up and down. The mini
sliders drive the same volume and balance as the main window's.
