The person who opened a report can now close it and open it again, and
the replies they wrote can be edited, reacted to and taken back.
Closing is written into the thread the same way a team decision is, so
the history still reads as one ordered list and there is no second table
behind it. Two limits keep it honest: resolved is the only settled state
a reporter can reach, and they can undo their own status change but
never the team's, which lands the ticket back on whatever their close
took it from.
Deleting a reply is a soft delete. It leaves the board for everyone,
its author included, and operators still see it struck through, because
a thread other people answered must not be rewritable by removing the
line they were answering.
